Abstract: This data set contains wetland mitigation bank service areas for bank sites throughout the State of New Jersey. Wetland mitigation banks are mitigation projects constructed in advance of wetland impacts by a bank operator for the purpose of providing compensatory mitigation for disturbances to freshwater and coastal wetlands authorized by land use permits. A service area is the area in which a mitigation bank can sell its credits and is usually delineated by a watershed management area(s) or portions thereof.
Purpose: Wetland mitigation bank data layer was created to provide a graphic representation of the wetland mitigation banks and their associated service areas for use by public, private, and academic entities. It provides a visual approach to identifying the appropriate bank for parties interested in or required to purchase mitigation bank credits or for other parties interested in the wetland banking aspects of the Department’s wetland mitigation program.
Supplemental Information: This layer will indicate which service area banks serve a particular area of interest. The layer does not indicate the availability of credits. Mitigation credits are released to bankers incrementally as the project meets specific milestones. There may be times when a bank is sold out of credits. The price of each bank’s credits is subject to market price and are not regulated by the NJDEP. Bankers must be contacted directly to inquire about credit availability and price.

Logical Consistency Report: All polygons were hand-digitized in conjunction with site visits, monitoring reports, aerials photography or other methods of validation to determine project completion. Applied information was submitted to the Department by professional environmental consultants and/or engineers as part of a formal regulatory application. Database information was completed and received supervisor approval before being closed.
Completeness Report: Generally, the HUC11s are the preliminary basis upon which mitigation bank service areas are defined. However, additional considerations, including but not limited to political boundaries such as county boundaries, the Pinelands or Hackensack Meadowlands Area Boundaries may also be used to define mitigation bank service areas. In all cases, the Department has determined that the types of credits provided at the bank will provide similar ecological functions and values to replace impacted wetlands within the service area.
