Process Description:
Authorship of the CEA GIS polygons are now from two sources. 1. Starting in 2009, the NJDEP incorporated polygons obtained as electronic files from Responsible Entities or their Licensed Site Remediation Professionals (LSRPs) and/or environmental consultants. 2. Prior to 2009 or when electronic files are not available, NJDEP personnel use hard copy maps supplied by Responsible Entities, LSRPs or environmental consultants to render a polygon. Polygons are produced either by georeferencing/digitizing of hard copy maps or by reference to the coordinates of surveyed wells. Georeferencing/digitizing matches reference points visible on an electronic copy of a paper map, such as sidewalks and building corners (or alternately field measurements from unsurveyed control points) with the same points visible on NJDEP digital ortho-photoquads. Reference to surveyed wells method uses coordinates from a survey as the point from which polygon lines are rendered based upon the predicted migration extent. While a +/- 5 feet accuracy standard is required by the Site Remediation Program web guidance for GIS submittals, it must be kept in mind that the CEA itself is a prediction of contaminant migration from the surveyed point. CEA maps are produced in compliance with N.J.A.C. 7:26E-8.3(b) which requires a polygon showing the predicted extent of contaminant migration. The CEA polygon is often ellipsoid in nature but a variant method is to adopt tax parcel boundary(ies) which contain the predicted contaminant extent. Attribute information for the polygons are provided by Responsible Entities whose sites contain a CEA. The information describing the characteristics of that CEA includes contaminants present in excess of Ground Water Quality Standards, expected duration of the CEA, municipal block and lots effected, etc. It should be noted that certain archaic attribute information is in the process of being eliminated and the user may notice that null values are present in some attribute fields.
