Description:
Abstract: Digital orthophotography of New Jersey, distributed as a Web Map Service (WMS). This service displays 3 band false color infrared (near IR) images from the 4-band project.The native data set spatial reference system is State Plane Coordinate System NAD83 Coordinates, U.S. Survey Feet. In most client software, the default spatial reference system of the service will be Geographic Coordinates, WGS84. Several other coordinate systems are supported natively by the WMS (see Supplemental Information). Multi-spectral digital orthophotography was produced at a scale of 1:2400 (1" = 200') with a 1 foot pixel resolution for the State of New Jersey totaling approximately 8,162 square miles. The GeoTIFF tiles delivered to the State of New Jersey were then converted to lossless JPEG2000 files, which are used in this service. Aerial photography of the entire State of New Jersey was captured during March-May, 2007. Two flight dates (2007-04-30 and 2007-05-03) were rejected from the original 2007 flight due to excessive leaf conditions. Spring 2008 re-flights were planned and acquired in three missions dating: 2008-04-03, 2008-04-10, and 2008-04-15. The final orthophotos for parts of Warren, Hunterdon, Sussex, Passaic, Essex, Union, and all of Bergen and Hudson Counties were created utilizing both years of imagery.
Purpose: This service was created to provide convenient internet access to 2007 - 2008 orthophotos. It can be used by anyone with internet access and client software that can consume Open Geospatial Consortium compliant Web Map Services (WMS). The data provide aerial survey of the State of New Jersey. Orthophotos serve a variety of purposes, from interim maps to field references for earth science investigations and analysis. The digital orthophoto is useful as a layer of a geographic information system and as a tool for revision of digital line graphs and topographic maps.

Data Set Credit: In February of 2007, the acquisition of new state-wide digital aerial photography and the production of multi-spectral digital orthoimagery was planned, initiated and primarily funded by the NJ Office of Information Technology in partnership with other State Agencies: NJ Department of Transportation, NJ Department of Military and Veterans Affairs, and NJ Transit. Funding also was provided by U.S. Geological Survey (USGS) and the U.S. Department of Agriculture, Natural Resources Conservation Service (NRCS). A contract team responsible for orthophoto production and independent quality assurance was led by Photo Science Inc. and included a team of subconsultants consisting of Lucerne International, TerraSurv Inc. and BAE Systems.The Web Map Service was developed and is provided by the NJ Office of Information Technology (NJOIT), Office of Geographic Information Systems (OGIS).

Completeness Report: The service provides data for the entire area within the land borders of New Jersey, plus a 500 foot to 5000 ft variable buffer around the state boundary. It includes all imagery areas delivered as part of the 2007 - 2008 project.

Horizontal Positional Accuracy Report: The original GeoTIFF orthophotography has a plus or minus 4.0 ft horizontal accuracy at 95% confidence level, National Standard for Spatial Data Accuracy (NSSDA) , for a 1.0 foot Ground Resolution Distance (GRD). Because the WMS provides a resampled image, the accuracy of this image may be slightly poorer. This effect has not been examined in a quantitative manner.

Ordering Instructions: This OGC-compliant WMS is compatible with a broad range of client software (See http://thecarbonproject.azurewebsites.net/Products/Gaia for one example of a free client). Use the network resource address to connect to the service. You will have to drill down to get to the single data layer.ArcGIS-Specific Instructions:-Launch ArcCatalog or open the ArcMap Catalog window.-Open "GIS Servers" in the catalog tree and double-click "Add WMS Server". -In the URL field, fill in the network resource URL. Click the "Get Layers" button to confirm you have the correct URL. Click "ok".-Preview the service or open the server connection and drag the service into the map. You may have to drill down to the imagery layer, depending on what version of the software you are using.-If you already have other layers in the map, the web map service will be projected to match them. If not, it will default to longitude/latitude, and you should change the projection. Right-click on the layer name and choose "change coordinate system". NJ State Plane is recommended. -You may get a warning message about the coordinate transformation; dismiss it.
