Description:
Abstract: This is a geographical representation of the locations of CSO outfall points statewide. Combined Sewer Overflows (CSO) are sewers that are designed to collect rainwater runoff, domestic sewage, and industrial wastewater in the same pipe. Most of the time, combined sewer systems transport all of their wastewater to a sewage treatment plant, where it is treated and then discharged to a water body. During periods of heavy rainfall or snowmelt, however, the wastewater volume in a combined sewer system can exceed the capacity of the sewer collection system or treatment plant.This map data layer provides information regarding the location of permitted CSO Outfall Points, the applicable NJPDES Permit number, the assigned 3-digit discharge serial number, the latitude and longitude, the alternate name (such as a street address) of the CSO point, the municipality and Watershed Management Area (WMA) where the CSO outfall is located, a unique identifier for each point consisting of the permit number and outfall number, the receiving waterbody, the receiving treatment plant name and permit number, if the CSO outfall has solids and floatable treatment, a link for Discharge Monitoring Report (DMR) data, and a website.
Purpose: The data will be used for permitting, planning and program implementation. The DEP administers the New Jersey Pollutant Discharge Elimination System regulations (N.J.A.C. 7:14A 1 et seq.), which are promulgated pursuant to the authority of the New Jersey "Water Pollution Control Act" (N.J.S.A. 58:10A 1 et seq.), the New Jersey "Sewage Infrastructure Improvement Act"(N.J.S.A. 58:25 23 et seq.), the Federal Water Pollution Control Act (Clean Water Act) as amended by the Water Quality Act of 1987 (P.L. 100 4, approved Feb. 4, 1987), the National CSO Control Policy (59 Federal Register 18688), and the Consolidated Appropriations Act for Fiscal Year 2001, P.L. 106-554 (or "2000 amendments to the federal Clean Water Act (CWA)"). One of the Nine Minimum Control Measures identified in the National CSO Policy is Public Notification. One of the objectives of Public Notification is to inform the public of the location of CSO discharge points. The Division of Water Quality has developed this digital GIS layer in an effort to make the locations of CSO points easily accessible to the public.
Supplemental Information: The program had asked CSO permitees to verify existing data as part of a permit requirement. This process resulted in more precise data which has been incorporated into the data layer. New Jersey is currently implementing a comprehensive CSO Control Program that may include the relocation or elimination of CSO Points over a period of time. Therefore, the identification and location of CSO Points may change as control plans are implemented. Originally, the CSO Point discharge locations existed as latitude and longitude data and physical maps provided to the Department in Request for Authorizations (RFA) under the General Permit for Combined Sewer Systems and other Individual NJPDES Permit applications. In an effort to consolidate the information into a consistent format easily accessible over the internet, the Division of Water Quality converted the information into a digital GIS layer. The GIS layer was then revised based upon staff knowledge and a review of the Department's files including Treatment Works Approval Permits, engineered planning documents submitted to the Department, and the review of current GIS Aerial photography for the purposes of refining the location of discharge points. This current version updates the existing data with the data submitted by the permittees in January 2016.
